简要规则描述：本项目的收运质量检查评定、维修技术标准及施工安全文明要求适用国家现行法律、规范、规程、标准以及上海市现行规范标准，具体包括：
（1）《上海市生活垃圾管理条例》
（2）《上海市建筑垃圾处理管理规定》
（3）《关于加强本市装修垃圾、大件垃圾投放和收运管理工作的通知》（沪绿容规〔2021〕3号）
各供应商应充分注意，凡涉及国家或行业管理部门颁发的相关规范、规程和标准，无论其是否在本磋商文件中列明，供应商应无条件执行。标准、规范等不一致的，以要求高者为准。            

Brief Specification Description: The quality inspection and evaluation, maintenance technical standards, and construction safety and civilization requirements of this project shall be subject to the current laws, regulations, rules, and standards of the country, as well as the current norms and standards of Shanghai, including: (1) the "Regulations on the Management of Domestic Waste in Shanghai", (2) the "Regulations on the Management of Construction Waste Treatment in Shanghai", and (3) the "Notice on Strengthening the Management of Decoration Waste and Large Garbage Disposal and Collection in this City" (Hu Lv Rong Gui [2021] No. 3). All suppliers should pay full attention to the relevant norms, regulations, and standards issued by national or industry management departments, whether they are listed in this negotiation document or not, and should unconditionally implement them. In case of inconsistencies in standards, specifications, etc., the one with higher requirements shall prevail.            

合同履约期限：暂定起讫日期为2025年12月3日起到2026年12月2日止，具体以合同签订日期为准

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

3.2未被列入《信用中国网站》（******）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（******）政府采购严重违法失信行为记录名单[以查询的提交首次响应文件截止之日前3年内的信用记录为准]；
3.3单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动；
3.4与采购人存在资产纽带关系、人事任免关系的供应商，不得参加本项目政府采购活动；
3.5须为 2022 年 12 月经上海市浦东新区生态环境局招标确定并向社会公布的《浦东新区 2023-2027 年度装修垃圾作业服务单位项目》中标企业。        

(c)Specific qualification requirements for this program: 3.1 Specifically targeting small and medium-sized enterprises. 3.2 Not included in the list of dishonest persons subject to enforcement on the Credit China website (****** gov.cn), the list of parties involved in major tax violations, and the list of records of serious illegal and dishonest behavior in government procurement on the China Government Procurement Network (****** gov.cn) [based on credit records within the past 3 years prior to the deadline for submitting the first response document]; 3.3 Different bidders with the same unit leader or direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who have asset ties or personnel appointments with the purchaser are not allowed to participate in government procurement activities for this project; 3.5 The winning bidder for the "Pudong New Area Decoration Waste Operation Service Unit Project for 2023-2027" shall be determined through bi
